The Celebration Mk2 only fires 4 types of projectiles: small explosion no tile damage, large explosion no tile damage, small explosion with tile damage, and large explosion with tile damage. So, you are right, Rocket IV and Mini Nuke II do the same amount of tile damage. The Mini Nuke II's will still deal more damage to enemies, though. More on reddit.com

I compared the blast radius between Rocket IV and Mini Nuke II with the Celebration Mk2 and Snowman Cannon. The blast radius of Mini Nuke II is larger with the Snowman Launcher and the same as Rocket IV with the Celebration MK2.

Has this always been the case or has the blast radius been nerfed?

I just farmed a ton of Mini Nuke II only to find out I might as well keep to the Rocket IV....
