What's the cheapest PostgreSQL service out there?

I’d go with the cheapest ($5/month) Digital Ocean VPS and install + manage PostgreSQL myself: https://www.digitalocean.com/community/tutorials/how-to-install-and-use-postgresql-on-ubuntu-16-04

Cost Effective RDS
Cheapest I think is to get one server for your DB and application. A T3 nano or micro should be sufficient for small projects. I do understand that running your DB and your application on one server is not ideal, because of load and security reasons. I myself run a small project, and decided to go with RDS MySQL with the smallest instance there is. This because of all the features RDS provides. It saves a lot of time and works like a charm! For the application itself I run a T3micro. Everything costs me around 15 dollars a month. More on reddit.com

I am currently using Postgres on AWS RDS. It is costing me about $15 per month despite the fact that I have only 1 table that I query a few times per day. I'm not sure why it costs so much.

The settings I chose are: db.ts.micro - Burstable Classes - 20GB

Are there any settings I should turn on/off to minimise cost. Is there a better AWS database to use for a side project with only a small amount of occasional traffic (I prefer a relational DB if possible)? I don't mind if there is a small delay while the DB server instance boots if that makes it cheaper.
