Vivaldi is great and I don't know why I put up with Google Chrome for so long. I needed to download a file from Google drive onto a USB drive, and when I went to Chrome to try and change the download folder there were no settings. I don't have all afternoon to screw around anytime. Google "updates" Chrome in order to prevent users from configuring it the way that they want to. What other reason could there be to hide settings in Chrome? I even reinstalled Chrome with an old installation file but I ended up with the same version with no settings. I say good luck with that. Hello All, Whenever I made changes on "chrome://flags" the changes are not persistent. The changes are gone when we restart the browser. Please let me know the way to change it persistently. More on learn.microsoft.com
Chrome : settings > privacy and security > ad privacy features keeps turning on periodically.
The fix is to not use Chrome. Google has a vested interest in that option being enabled. More on reddit.com

Odd as other poster said chrome://settings - but tbh on my pc I'm on latest stable release and I've never seen the settings option disappear on me from the normal menu method of accessing it so something else may also be going no with your config.
