Swipe up from the Safari menu bar. This will bring up a view of all tabs in a tab group. If you swipe up, and you get the app switcher, you’ve swiped up from top low on the screen. Once you have swiped up from the tab bar, and you have a view of all of your tabs, long press on the check mark on the bottom right to bring up the close all tabs pop up.

I'm seeing the same on Safari 26 on macOS 15.6.1. The page reload button on each tab also doesn't work.

My guess is that Safari 26 is tailored for macOS 26, they didn't even bother testing the macOS 15 + Safari 26 combo, and they'll release a Safari 26.1 next week to fix this - probably by removing the compact option for macOS 15 as well!
