There is a CMYK equivalent 51, 2, 0, 0. However, it depends on the context that you're being asked to represent it. As just a pure colour, you won't get the back lighting of RGB that the client might be referring to, so it won't be as vibrant. If it's to be used with other graphics, you can darken those graphics to let the blue be more prominent. If the use of the term is in reference to the colour's glowing origins, and the graphic that is electric blue is amongst darker elements, you could use some graphic tricks to imply a glow, including Photoshop outer glow, and blue reflection on the other elements.

You can't get true neon / florescent colors with CMYK, I think these types of colors are typically done with a white base layer on a black substrate with colors printed on top, or a specialty 6 color printer (like a sublimation printer) that uses florescent inks. What exactly are you printing on or what is the desired effect supposed to be?
