Fixed it by opening https://appleid.apple.com in the browser on my Windows desktop machine, then going into Payment Methods, clicking on Add Payment Method and adding a None payment method in the new window: https://i.imgur.com/R9qRRQ4.png Then on the Macbook started over from the Appstore: log in, then it presented the payment method but it was pre-filled with the information I entered on the website, I just hit continue and it worked for me. I'm trying to download xcode on my Macbook. After creating the account on the website and then googling xcode on macbook and clicking through the links on websites, it opened up Appstore on Macbook, asked me for my email, password, phone number, sent the 2FA SMS to my phone, which I entered. Then it showed me this form where it asks me my personal information(do they really need it? I don't think so), I enter it and then hit continue and I still get all those errors even considering I entered all of them:
