Yes you can renew memberships at the cashier, self checkout or customer service/membership desk. You might be able to do it online as well, or at least I’ve had the option with my own existing membership.

if I will likely never set foot in another Costco warehouse location for years, is there anything stopping me from renewing my membership from when it lapsed in 2018?
wife and I moved to a very remote location where the closest Costco warehouse is a 9+ hour drive away, vs 15 minutes when it was active. anyhow, lately we've been ordering a lot more through my folks account, so thinking I should get one again. the renewal page has a massive wall of text about this, that, the other think and the other, other thing (I have dyslexia) so having trouble in trying to see if there are any sort of exclusion that would disqualify the renewal.
any insight would be appreciated.

I guess I am too much of a worry wart sometimes. I was just thinking it was odd I've been gone for 7 years, and it asks me to renew. it went through just fine, so all good. thanks for your answers and sorry for being a bother!

Random question- not sure if anybody would know the answer
Am currently in the US for vacation. Went to the Costco and purchased a few items. Turns out my membership just expired end of September so I had to renew. They charged me the local price of $120USD. When I checked- my Canadian membership is obviously only $120CAD.
Any chance when I get home to Canada they can make an adjustment for the difference of the FX? Or am I out of luck?

Update- we ended up coming back to Canada and went to our local Costco. They were able to refund the US renewal for us and charge us a Canadian price. The woman at Costco was extremely helpful and patient. Seemed very complicated to do, but so we were very very thankful!
