New to Pc Building, What is the purpose of the CPU cooler fans, and the fans you add on top of it?
The actual cooler moves heat away from the CPU, and the fans move a high volume of air over the cooler to increase conduction and move the heat from the cooler to the air. Then you should have more fans on the case to move that air out of it and bring in fresh, cool air. . . . there are only CPU coolers with fans. I don't think passive cooling has been viable (yeah, don't @ me because some boutique company makes a $3000 case that can passively cool) on higher end/non-mobile CPUs for like 20+ years. The CPU cooler cools the CPU (duh!), and almost always has an included CPU cooler fan. Case fans cool everything else including pushing the warm CPU-cooler air out of the case. The fans themselves may have subtle differences but to a first approximation, a fan is a fan. More on pcpartpicker.com

I recently moved my build into a smaller case (sama im01) and upgraded my GPU to a 6800XT. I was having high CPU temps after, hitting 80+ while playing cyberpunk and confused because I also upgraded from stock cooler to scythe fuma 2. I chalked it up to more powerful GPU generating more heat, and smaller case causing worse thermals, until about a week later, when my PC just shut off completely, I assume from thermal throttling.

Opened it up as I assumed I mounted the cooler incorrectly, nope it looked fine. Turned it on while looking inside (literally I have no idea why I decided to do this) and the 2 fans mounted to the heatsink weren't spinning. Quick check indicated that I plugged them into the motherboard socket incorrectly. Solving that, now they spin and I get 60-70 under load. Still not fantastic, but at least now my cooler is working how it's supposed to lol.
