Also modpack creator that take it seriously do a lot more than just adding different mods together, but that's probably not needed for your first experience. Just download one of the launchers. I can recommend the standalone version of the Curseforge launcher. In there you can create your own pack/instance. First you choose a version and a mod loader and then you can browse through the existing mods that work for that. There are some mods not on Curseforge that you can add by opening the packs folder and adding the mods to the mods folder. Ofc it still needs to be compatible to version and loader. There are preexisting modpack like Pixelmon and things like that, but is there any way you can create your own pack with individual mods like Pam's Harvest Craft + Pixelmon + Ice and Fire ect.?

If you're creating it just for yourself you can just go in the curseforge app and click on the "create custom profile" button and then choose your MC version/modloader based on what the mods you want to use require and then click on the puzzle piece looking icon to browse for mods to add. To add a mod to an existing modpack just for you, select the modpack in the curseforge app and click the three dots to the left of the play button then click on the open folder and that'll take you to where that modpack's install folder is. Download from the website the version of the mod you want that matches the modloader/modloader version the modpack is using and then just move the mod's jar file into the "mods" folder that's in the install folder for the modpack. I don't know anything about creating a modpack to actually publish for others to use though.

i’ve been loving FXNT create 3.5, create above and beyond was okay.. but much more tedious, i like how i don’t have to be late game to build cool stuff in fxnt (also there’s a recipe tree for automating diamonds which is really cool) More on reddit.com

You can use Multi-MC to download packs, and it also has a feature to zip up packs so you can send them to your friends, although it manually packs all the mods, instead of just a list to download, I think the technic launcher has a thing where you can setup a file server and have people download the pack from that.
