The Portable Drill (from Create: Stuff and Additions) needs both Fuel and Water to run. You put water into it the same way as you do with fuel (hold the drill in your off-hand, the fuel/water bucket in your main hand, and then "drop" the fuel/water bucket). If you open up your inventory and hover over the Portable Drill, it will show you how much water and fuel it currently has. Stuff and Additions also adds Fuel and Water tanks in three sizes. These are portable items that hold 8/16/32 buckets of water/lava, which will automatically refill your portable drill (and your jetpack/exoskeleton) when in your inventory. You fill both of them by holding them and then right-clicking on a source block of water or lava. The fuel one only works for Lava as far as I can tell (I wasn't able to put any other liquid fuel from other addons into it). So if you want to continue using coal/charcoal, you'll still have to add fuel with the drop method. The Portable Drill is most useful when you add the Digging enchantment, which allows it to mine a 3x3 area. (Note that while the drill can break anything, the 3x3 mode only works on pickaxe-materials, like stone and ores and such. You can still break dirt REALLY FAST, but only one block at a time.) I've never found a Digging Enchantment book while looting, so I think the only way to get it is to set up an Enchanting station and getting it randomly (although it's possible you could buy one from a Villager if you got really lucky). It kinda breaks the Create flavor IMHO, having to get a specific enchantment to make a mechanical device work better, so I usually just use Creative to give myself the Digging enchantment book, and "craft" it out of (i.e. throw away) a couple precision mechanisms and diamonds instead.
