October 31, 2023 - In this plan its recommended to setup an environment in parallel while source is up and running in the CSP. This migration strategy can be called like setting up DR Environment (replica environment in same region) in parallel in the target subscription and once the same has been done plan the downtime, DNS switch and actual failover and cutover from source to the target. RBAC check (To be done right after the destination subscription creation) While doing EA enrollment in major scenarios organizations will keep the same Azure AD tenant.

I see this in 2 aspects. One, migration of emails and data from one tenant to another and secondly, CSP & EA.

For the first one, tenant to tenant migration needs to be planned as per below,

If the domain and email address needs to be same, then this would be of help

If SMTP address needs to be retained, approach would be different as the domain cannot be verified in 2 different office365 tenants. This can be achieved by using third party tools for migration and rewriting SMTP addresses

For Hybrid scenarios, mailboxes can be offboarded to on-premise, remove the hybrid and re-configure the hybrid with new office365 tenant.

For Office365 licenses, target tenant should be added more licenses to accommodate the source data/users as part of the migration.

As per my understanding, EA & CSP are more of billing aspect and it differs between regions and services. For office365, it wouldn't be much different. However, as stated earlier, please contact Microsoft Account Manager/Support for more information.
