Do International students need to complete the CSS profile if they are NOT financial need?

i'm about to off myself as an international student doing the CSS profile (PLEASE help)
As for 1, should we just stick to our local currency then?

Check the financial aid website of each college that you're applying to. Some accept a form like the ISFAA and some require the CSS Profile, while some ask for both. These are just means of sending your financial data to the colleges.

Hi all I want to apply for merit-based scholarships and am not financial need for USC specifically. I am an international student and I know applying to financial need will damage your chances for admissions so I want to avoid that.
I am only asking whether or not I need to apply the CSS profile if I want merit based scholarships or any scholarships that wont damage my chances.

My question is that when do you make your CSS Profile and give your financial documents to universities? I'm confused because a lot of people around me say that I have to share my documents AFTER I get my admission and BEFORE my Visa. But then there are people who say you HAVE to make a CSS Profile and share your documents as you apply to Universities.
I have applied to a total of 5 unis only and I've mentioned that I'm a FGLI student (Pakistani student for more context) and I'll be requiring aid. And I have submitted my application. I did make a CSS Profile account but I'm yet to fill it with details.
So if anyone can actually guide me on this because this is confusing as hell.
