It is because of JavaScript that captures your clicks and, because of that, interferes with your keyboard shortcuts. If you disable JavaScript then shortcuts should start to work again. You can test it by pressing CTRL+SHIFT+I (Developer tools), then clicking Settings (gear icon) and enabling option Disable JavaScript.

Middle-clicking seems to work like a ctrl-click (as mentioned by Firelord in the comments).
Hi,
I have a Mac but also use an Amazon Workspace that runs Windows. I'm trying to get the keyboard controls to work properly. The only thing left to fix is Control + Click. Instead of doing what it's supposed to, it'd acting like I'm right-clicking. This prevents me from selecting multiple things at the same time which is really annoying.
I have Karabiner installed but haven't found a fix in there.
If anyone knows a way that I can get this to work properly, Please let me know. Thanks.
I have a mac and I could not get ctrl + click to take me to the function definition, even after trying all the recommendation I could find online and asking chat. For some reason it was mapped to option + click instead. Hope this helps others, there seemed to be nothing online about this :)
There's one more possible culprit (at least in Visual Studio 2017). If none of the solutions work (like for me). You should go to:
Tools -> Options -> Text Editor -> General
and turn off the Enable mouse click to perform Go To Definition or change the modifier key to something else.
Thank you @SmartK8 for your answer. I have Visual Studio 2017 (15.4.4) and ReSharper 2017.2.1. I have found that CTRL-Click will actually navigate twice in this scenario. It is super annoying and depending on where your mouse is and where you land you can actually navigate twice.
You can tell this is happening because of the "double underline" on the navigation UI hint. Check it out:

To turn off Visual Studio's navigate option, go to: Tools > Options > Text Editor > General. And vote up @SmartK8's answer for this wisdom! Now only ReSharper's navigation will remain.
Alternately, you can turn off ReSharper's navigation by going to ReSharper > Options > Search & Navigation. Uncheck Rich mouse navigation in the editor.
I have decided to keep ReSharper's navigation since I can go to definition or implementation. (Going to implementation is nice when a method is declared in an interface).
Haha, and for the double underline? The underline that is 1 pixel below is the Visual Studio one. The underline that is 3 pixels below is the ReSharper one!
I also have the same Samsung modelled specified by the OP. It came with an extension installed called Word CaptureX. When I disabled this extension, Ctrl+click worked again perfectly. Strangely, it only didn't work with google sites.
It works for my Chrome. And it should be the norm, if I believe this list of keyboard shortcuts.
So you most likely have an issue only inside your installation of Chrome. There is no way to edit these shortcuts, as far as I'm aware. Try to reinstall Chrome, check the extensions which are installed, as they could alter the default behaviour. Try for example to deactivate all of them, and see if you have the issue or not.
Check if it works with another browser, to see if it's related only to Chrome, or if another program is somehow blocking that.
Corlo,
You could try reinstalling your keyboard driver, but it sounds like you need to contact Dell about a possible keyboard replacement. The only other thing might be setting the key sensitivity in Control Panel under Keyboard.
Let us know what you find out.

I was a touchpad driver problem, I unistalled the old one and installed a new one an it worked just fine
Yes and it worked whitout problems (In this case is the left Ctrl button that is not working), I don't know if it's a bad key problem because as I said, Ctrl+C and Ctrl+V work fine and any other combination with that Ctrl key. I have the touchpad mouse, my computer is a Dell Studio
- Close the class you are working on.
- Press "Control+Shift+T"
- Search with class name
- Open the class Now "Ctrl+Click" should work
For further info, click Window > Show View > Error Log. Then see the messages apearing each time you want to do Ctrl+click. Then double-click to open one of the entries and you will get detailed info.
You can cut out come code snippets (for a while), save it and see if the hyperlink functionality restores, then go to another piece of code until you find it.
In my case it occured only in one file and its currently know bug in Eclipse Oxygen: https://bugs.eclipse.org/bugs/show_bug.cgi?id=517610
It occured in PyDdev
Just one line of code confused it terribly:
Unhandled event loop exception
print '*' * 100, '\n' # reproduces the bug
print '*' * 100, 'anythin' # also buggy
but
print ('*' * 100), '\n' # works fine
print '*' * 100 # works fine
