Unfortunately you can't use a custom cursor pack for the whole system. Due to ChromeOS's strict security, extensions are blocked from changing the system UI (desktop, shelf, settings, etc.). In those areas, you're stuck with the default cursor or the basic accessibility options (change color/size). If you use Linux (Crostini)—you can customize the cursor only within Linux apps, but it still won't affect the main ChromeOS desktop. ChromeOS uses a locked-down, security-focused architecture (often called the "verified boot" and "ChromeOS shell"). Extensions and user modifications are strictly contained to the web browser itself. They are blocked by design from touching or replacing core operating system files, which is where the system-wide cursor theme is stored. This is why you can only change the cursor inside Chrome, but not on the desktop or in the system settings. :( More on reddit.com
