IMO if your nephew is 15, I think your sister setting a budget for him and then just going microcenter and building it together is probably the best bet - building a pc is surprisingly easy and something I loved doing at 30 years old, so something I would have loved even more at 15 More on reddit.com

Hello, I'm trying to help my sister get a gaming PC for my 15 yo nephew's birthday From what little research I've done, most recommend getting a PC built from scratch, as opposed to just buying a prebuilt from somewhere, since you'll get better value and quality of parts. Can anyone recommend somewhere that will give her a fair price, for what she's looking for, and not just try and up sell her to way more computer than needed? She lives in Gahanna, but she'd be willing to go anywhere in Columbus area. Thanks in advance!

We are very lucky to have a Micro Center in town. It is absolutely the place to go. Unlike most every other big box store ever, the staff is very knowledgeable about the product.

Do it yourself. I did it in high school (15 years ago). A lot of guides online. Basic as snapping the pieces together. The software part is a bit tricky, but there are youtube guides that make it very easy.
