He presents MPAs as a panacea, but they are just one tool in an ocean management toolbox. They work well to protect sensitive or culturally important habitat, but those areas are generally quite small—certainly not 30% of the ocean. MPAs just push fishing effort into other areas, increasing impacts elsewhere.
