Weird fan whine = instant nope for me. Steve mentions it in the video but that's why Noctua still gets my business. I know for a fact that when I buy one of their product I won't get some weird resonance at a specific rpm range, or any kind of whine. It's something that kinda drives me nuts, so many fans/products claim silent operation but then you have some weird noise way more annoying than a fan going at 100% drilling into your head. It's something that should absolutely be tested for and it seems that only Noctua do their homework on this one. July 21, 2023 - That's a newly introduced US$ 100 cooler not doing any better than a three year old US$ 35–40 cooler which is someplace between n - 1 and n - 3 gen, depending on how exactly one counts iterations. Other tests I've looked through have put the Assassin IV being about as capable as the NH-D15 and not necessarily an improvement from the Assassin III. Not too surprising given the FK120's blade design and the choice of pull operation—doesn't seem like DeepCool learnt from the P12, which is odd, though 3RSYS's Silence GI 120 ARGB is even closer to the P12 blade design.

DeepCool Assassin 4 is "the best" between those two in terms of temps. This video is testing on a 7700X, which isn't quite the same as a 9800X3D, but will be the most similar in terms of power draw of the CPUs he tests with in that video and is also AM5, and the Royal Pretor only performs as well as some single tower coolers. https://www.youtube.com/watch?v=YY-8PZKcMYg&t=919s They also have this video testing a bunch of air coolers on the 9800X3D. https://www.youtube.com/watch?v=_Bv7Tn4zqRc Though the most important part are at these two points in the video. https://www.youtube.com/watch?v=_Bv7Tn4zqRc&t=417s https://www.youtube.com/watch?v=_Bv7Tn4zqRc&t=512s Notice how the AIO, the objectively best in terms of temps, does not always mean the best performance. And in fact the FSP and Scythe coolers, the two objectively worse in terms of temps, end up at the very top of the list for gaming performance. Or, perhaps even more importantly, the fact that the margin between all of the coolers is going to be basically imperceptible. So, if you like the look of one of those two coolers better than the other, go with the one you like the look of best and don't worry about the temps too much. As long as it's not thermal throttling (going over 90C) you'll get nearly identical performance. Do note that the graphs where they show performance are at 38dB, which is at a noise level where the Royal Pretor isn't causing thermal throttling for the 7700X. Most likely, the 9800X3D won't be thermal throttling since it is a little lower power than the 7700X.
