Solid amber on the MB means it has power.  When the power button has blinking or solid amber, then it's a problem. From your photos it looks like you have the SFF model. Optiplex 780 Documentation  From the 780 Service Manual: Optiplex 780 Tech Guide.pdf Answer from bradthetechnut on dell.com

The LED flashes 1 time amber and 8 times white. ... This behavior is caused by a BIOS issue. A workaround is to plug the AC adapter into the system, and power the system on again. After the system powers on again, update to BIOS version 1.1.0 or later to fix the issue.

August 22, 2023 - Hi, I have a SFF Optiplex 5040 that is not posting and the power button is blinks amber 2 times followed by a pause and then 7 blinks. It also turns on as soon as I plug the power cable in and won’t shut off by holding the power button in. I can see this is a memory error from the troubleshooting for this model, which stacks up as the problem started when I removed the 1 4GB Ram stick it had.

Instead of beep codes, errors are indicated via the bicolor Battery Charge/Status LED. A specific blink pattern is followed by flashing a pattern of flashes in amber, followed by white. The pattern then repeats. The diagnostic pattern will consist of a two-digit number being represented by a first group of LED blinks (1 through 9) in amber, followed by a 1.5 second pause with the LED off, and then a second group of LED blinks (1 through 9) in white.

r/Dell on Reddit: CPU failure (2 Amber, 1 White)
September 21, 2020 -

I purchased an XPS laptop at the end of 2017. Just the other day, it wouldn't turn on, and the LED indicator was blinking 2 amber, 1 white, which apparently indicates a CPU failure. This is pretty frustrating because it hasn't been 3 years yet, and it's been used only very very lightly. I've tried performing a system reset and power cycling, but no luck.

Although it's out of warranty, I noticed that I could renew it for about $100, and thought that perhaps it would cover the diagnosis and repair costs (wishful thinking, I know). In the link above, someone noted that the repair (replacing the motherboard) would cost $300+, which is more than I'd like to spend. But $100 including a year of warranty? That would be reasonable.

Just to make sure though, I jumped on the Dell support chat, where the representative kept telling me that I would need to have it diagnosed first for $59, get the laptop repaired, and then I could renew the warranty. This didn't make sense to me, since I could literally press "checkout" on the warranty renewal right now. He asked me how much I thought the repair would cost, and I said "at least $300 to $400," to which he replied "it would cost $278 plus tax" (how did he know it would cost that much?). So anyways I told him that that was more than I would like to spend, and he said "I understand. Thank you for choosing Dell."

I'm not sure what I want to do right now but it's just annoying to have a high-end (ish) device die like this after not even 3 years of light use. I really like the XPS, but man, I'm not happy with Dell at the moment. If anyone has any advice (is it hard/expensive to replace the motherboard?) or anything to share, that would be great.

Dell OptiPlex 7050 MFF, amber LED blinking, 2x times, pause 1x time and repeats again (impossible to switch ON) | DELL Technologies
May 30, 2023 - I too have an Optiplex 750 MFF with that same led code, x2 amber then pause, and a single amber. What I found was my internal WiFi card was halting the system. Once removed it worked fine. I tried a different wifi card and it worked normally. The original wifi card that i installed had 1 slot at the connector and that was halting my system. The wifi card that worked had 2 slots in the connector.

For anyone still needing a solution we found on the E5540s that if you go into BIOS > Power > USB PowerShare and toggle that option on that this issue is resolved completely.   The suggestion by @AardvarkTech does work great, but it has to be changed for each dock that the system is connected to so in a hoteling environment still caused issues.   UPDATE:  Some of our machines are still having the issue after making this change, but it did fix it for some of them.  We have just starting setting Windows to never sleep while connected to power and that resolves it completely.

Dell laptops use a combination of amber and white LED flashes to indicate specific system issues. The 1 amber and 8 white LED code has been observed across multiple models, including Latitude, XPS, and Dell Plus systems. While this code is not always listed in standard fault code references, it often points to a BIOS-related issue or, in some cases, a motherboard fault. Basic Troubleshooting Steps Connect the AC Adapter DirectlyIf your system is connected via a docking station, try powering it using a direct AC adapter. Some users have reported successful boot after switching from dock to direct power. Perform a Power DrainDisconnect all power sources, then press and hold the power button for 30 seconds. Reconnect the power and try turning the system on again. Update the BIOSIf the system boots, update the BIOS to the latest version. This has resolved the issue on several models: Dell Plus systems  XPS systems  Next Steps If the issue persists after these steps, it may indicate a motherboard failure or a deeper firmware conflict. We recommend contacting our support team for further assistance. You can use the Get Help Now chat feature located at the bottom right corner of this page. Or, you may reach out to a trusted technician for a hands-on diagnosis. Please see this video for additional general No Post Troubleshooting.
