I think I had the same problem as yours.
The solution that worked for me consists of enabling the display in Intel Graphics Command Center.
In the display settings in the Intel Graphics Command Center app, click the three dots of the concerned display and click enable if it's not enabled.
I have the same problem, with the added complication that the "Intel Graphics Command Center" automatically opens on one of the displays which is not visible. That makes it hard to make any adjustments.
After some fiddling with cords, I got it to appear on the laptop monitor, but all displays are listed as 'enabled', but are receiving no input.
Another laptop connected to the same docking station is able to use all displays, is it just this one machine that is not sending information to the external monitors.
I get this problem often with our docks:
Try the dock in different slots if available.
Try with a different display cable type if you can,
change the display cable for a new one of the same type.
I’d also try CTRL & SHIFT & WINKEY & B
Try powering down the dock then reconnecting.
Check to make sure the monitor is powering on properly.
Uninstall display drivers and reinstall the latest.
Try a windows update & relevant optional drivers if there.

A Latitude 5520 “all of a sudden” stopped detecting the 2nd external monitor. Laptop is used with two different docks, one at office and one at home (different models). Both docks have 2 external monitors and all was working well, i.e. both monitors detected when using either dock. Then one day user was working, the screen flashed, and all of a sudden only one of the external monitors was detected. They took it home, connected it to their dock at home and same issue.
Thinking a driver update caused the issue, I reverted the display adapter driver to an older version but same issue.
Any ideas?
