Buy a used Dell Latitude instead.
$200-300 can get you a Latitude 7390 from 2018-2019. If you want a warranty— one that last until 2024 or 2025, longer than the 1 year consumer warranty and actually get you great service (like technician coming to your home the next day to fix a fan service), get a Latitude 7420 or 5420 from 2021.
The consumer laptops in the $700 range often give you similar specs to their $1200+ machines — and this means they often cut corners somewhere else. Build quality, QC, service, etc.

Just to say I'm encountering the same problem on my brand new Dell Inspiron 14 5420 Intel i5-1235U. The CPU fan goes on randomly even on idle or very basic tasks, no matter the OS. I first tried on Windows 11, then Debian and Ubuntu. Changing the thermal mode in the BIOS to "quiet" didn't work for me, but maybe you can try. More on reddit.com
