The reset procedure actually is to disconnect the battery and the adapter. Then press and hold down the power button for 30 seconds. Then reconnect everything and try to reboot. Run a diagnostic procedure by tapping F12 immediately at boot. If it runs properly watch for any errors. That flashing amber light means a low battery charge. It is possible that the battery needs to be replaced or that the adapter is not charging the battery properly. If the adapter light stays on then a short is not likely. If possible try another Dell adapter. It is also possible that the DC jack is having problems and needs to be replaced. Least likely cause, the MB charging circuit is not working.

If you rock the two sides back and forth then push out the connector down the center, it will come out. I don't even see any lights on. Typically something lights up to acknowledge power is coming in. Could be charging port. Could be battery. Could be board.

Disconnect all devices such as USB drives, printers, webcams, and media cards (SD/xD). Press and hold the power button for 15 to 20 seconds to drain the residual power. Ok, just tried it and still nothing. I can't get it to power on. All I get it the little power light up at the top by the battery life light. Nothing happens. Does that mean that I need a new system board?

That is really a mystery. If you are 100% sure VGA and HDMI cable to monitor are all working, then the only tests I think left to do is try this: remove both ram, does power button flash amber or pc beep then? install one ram back, try remove cmos battery for 30 min, drain system power by pressing power button and unplug power cord finally clear cmos settings by reset cmos jumper (#14 on board layout) on motherboard.
