I think my plan should work. Please let me know if you see a problem.
I'm doing my first custom PC build. A credit card offers me a statement credit for a Dell purchase.
I plan to purchase Windows 11 from Dell, paying a higher price at checkout than some other retailers charge...but on net cheaper for me after the statement credit (and the credit would otherwise probably expire unused or go to an item of low utility).
I will download it using a ~2017 XPS 8920 that is running Windows 10 (my i7-7700 processor is not supported by Windows 11 so it rejected the attempt to upgrade). I can then transfer the file (30 GB or so?) to a flash drive and install it in the new PC once built.

If you buy Windows 11 independently of buying a computer, you will have a "retail" license that can be installed on any computer, and the only limitation is that the license can be used on only one computer at a time. When you purchase a "retail license", you get a product key rather than actual software, and you enter the product key when you install Windows. Purchase your product key, and then use the process described in "Create Windows 11 Installation Media" section of the Download Windows 11 website to create a Windows 11 installation USB. The tool will download a small executable onto the computer you are using to create the Windows 11 USB. Running the executable will download Windows 11 onto the USB and make the USB bootable. At that point, put the USB into the computer you are building, boot from it, and Windows will install on the computer you are building. When asked, enter the product key.
