I’ve owned a dell optiplex 790 for a year, with an i5 2400 GTX 1050 and 16GB (4x 4GB). And as of today when trying to boot it’s powered on but has no display and has the power light orange and the numbers 1 and 3 flashing orange. I’ve tried reseating the RAM by that hasn’t fixed my problem, is there any other possible solutions.

lights 1 and 3 are indeed a ram problem. Assuming you didn't add new ram: - check for debris or dirt in the ram slots - try to put only one pair of similar ram.

I had the SAME issue and it turned out to be PSU issue. Replaced the PSU and PC works now. For testing I connected standard size PSU outside the case.

April 7, 2020 - If you still get the same error msg./diagnostic lights, you likely have a bad MB, which is what it looks like right now. Also, did you type that right? You now get lights 1, 2, 3 and not 1, 3, 4, again with your power light being blue?

Finally, I got my PC recovered. I went to the market after having no solution to it. They told me that it's the BIOS issue. They furthermore asked me to do the BIOS, I let them do so. But it didn't helped me out. I visited another repairer, he analyzed that the some of processor chip pins are damaged. He replaced the motherboard with new one along with extra 4000 Pakistani Rupees (1usd = 210pkr at that time). In my case it was the board's issue but you can have a BIOS issue with 90% chances.

With the #1 lit, is the power button amber colour? If so then that indicates a MB problem. The green LED on the back signifies that the PSU is working properly.

I've removed all RAM modules and try with each one but it doesn't seems that issue .... BIOS is also not displayed and i've check on different monitors and with or without GPU too . PC boots up and all works fine just it stops with solid 3rd diagnostic light with digit 3 on it .... Motherboard is of OPTIPLEX 790 Mini Tower Core i7

This Optiplex diagnostic chart should help. The code you posted indicates RAM problems. Assuming the RAM modules are good try reseating them. If that does not help try one module at a time in the DIMM slots. If you get an error then you have found the bad RAM module. But since the system has been unused for years it seems more like a problem that can be corrected by reseating. One more thing. Since you replaced the CMOS battery did you leave the old one out of the system for 15 minutes which will reset the BIOS before installing the new battery?

Thank you. The issue turned out to be RAM seating as suggested. I did not leave it 15 minutes before inserting the new backup battery...

May 4, 2020 - Dell's website says the the amber power LED and diagnostic LEDs 3 & 4 mean a RAM error, so with all new (and working RAM) it still won't post. Even without any RAM the LEDs are still on with the fans at full speed.

Press F2 and Load BIOS defaults, might be F9 or Alt F -> you shd head beep sound, or Choose Maintenance --> Load Defaults. Go to Maintenance and select Event Log -> Clear event log. Then Esc -> Save and Exit. Even after doing the above step you get the same Alert! errors then The fans inside are not spinning. Try opening the computer and see if all the fans are spinning, if not try to reseat the cables from the Fan to the motherboard. For the keyboard try using a different USB Port. Check if Num lock Caps lock work when you press the Num lock or Caps lock keys

At least MB's for a 790 are a bargain. Remember to include the 790's size in your search term.

Bent socket pins can cause few or no problems or serious problems. This page at Intel has a tool to test the CPU functionality. And this web page has a little more information. The fact that the pins are bent and those DIMM slots do not appear to be functioning may not be a coincidence. Also keep in mind that the RAM< has a specific order in which to be installed. Per the manual it is A1>B1>A2>B2. If you put the single RAM in any slot but A1 it may not show up and give an error.
