Hi! · Does the beeping has a pattern to it? Or is it just one beep and then it stops? Does your computer show any other signs of life, fans starting or anything else? · There are a few different lights on the Dell OptiPlex 9020, the diagnostic light is the amber light by the power supply. (See the power-supply diagnostic light in the overview manual)The diagnostic pattern works in two stages: · The amber diagnostic light starts flashing either two or three times. · Then comes a pause. · After the pause the light will flash up to seven times. · Then the light will have a longer pause and then repeat indefinitely. · These flashing corresponds to the error codes. Please see the Dell OptiPlex 9020 Power Led Diagnostic guide for interpreting the error codes and for a more detailed description of how the diagnostic light works.Now that you know how error codes work, please watch them carefully and then respond with which error code your computer is giving you. · If you have the error code 2, 3 (two flashes, pause, three flashes), than that would indicate "system board, memory or CPU failure" according to the manual.If that is the case, then please remove and reinsert all of your components in the computer. See this manual for disassembly and assembly of your specific computer. · Start by pulling out the ram sticks, and then put them back in again. Then try starting your computer. · Then proceed to take out and reinsert all the power supply connections to your motherboard. 2-3 means memory or CPU failure. Since you already tried with the ram, it should be around a 4th gen cpu and it had a small hit I would suggest to try reseating the CPU to see if it improves. On a side note and more like an anecdotal comment, my brother had one but with a 3rd gen processor some time ago that did something alike every now and then. The way I fixed it was by putting a small metal piece on the side of the bracket to make more pressure, because for some reason the processor was not making good enough contact with the pins to be detected properly. Once all connections have been disconnected go back and Re connect all cables to their proper ports. Re install RAM. Once all connections are secured connect power supply. If it worked than once you Re connect power supply you should not get blinking light.(Solution 3) if those 2 options fail hold power button for 10 seconds to power off computer then simultaneously hold power button and the PSU BIST button( small button above power cable with LED next to it) until computer powers up.

Your 290W PSU is just fine for your GPU. Even if you went thru the trouble of upgrading PSU's and wanted to use a higher watt GPU, you'd still have to use low profile single slot cards with their own power cable. I think your setup is just fine as long as your happy with your GPU. If your still curious about optional PSU's, '9020 MT PSU' can be used for a search term in Dell Community and you could Google it as well. Chances are optional PSU's for the 9020 was already answered. @speedstep is an expert at it.
