I take it your PC is not booting to OS. Do you even get the Dell logo? It is smart to test with the PSU test button with PC off. But green light and spinning fans doesn't necessarily mean PSU is good. It does mean, however, that your internal peripherals are good. First try: How to Perform a BIOS or CMOS Reset and Clear the NVRAM on Dell Computers When you do this, replace the size 2032 CMOS battery with a new one. Bad batteries can cause boot problems. The light that I am referring to is located on the Front I/O of my Dell Optiplex and it blinks one at a time. Currently, I am unable to reach the Dell logo. February 27, 2020 - Everything you posted could easily mean a PSU problem was in the works. By removing 1 stick of RAM and the GPU, you were putting less of a load on the PSU. And yes the Amber blinking does signify a bad PSU.

EDIT: Good news! Turns out, it actually was the motherboard that seemed to have died. Moved all of the components over to a new board and it works like a charm now! Thanks for the assistance in narrowing this problem down, everyone!
Hoping to get some help with this.
Dell Optiplex 3080 Micro powers on with no display and with a solid white power LED after a month and a half of usage as a headless server. Ethernet cable is plugged into the back but shows no lights indicating network activity and checking my router, it says the device is not connected.
Tried several HDMI and DisplayPort cables into various different monitors with no success.
In addition, I tried holding down the power button for 20+ seconds. After that, the power LED blinked white 3 times and then stayed a solid white after that. Did not see any amber lights. No connection or network activity lights via Ethernet according to my router as well. Display connection via HDMI and DisplayPort is also nothing as well.
Looking at the manual on Dell's website regarding diagnostic LED behavior at https://www.dell.com/support/manuals/en-us/optiplex-3080-micro/optiplex3080_micro_sm/diagnostic-led-behavior?guid=guid-07853ede-4844-43b1-8f55-6d1a070dd898&lang=en-us, it says that 3 white blinks is a RAM problem but that the amber blinks has to be 2 as well. Would this be a RAM problem as the power LED never showed any amber lights at any point during my attempts to fix this.

Does your computer have a video card? If so, reseat it see if that fixes it. Reseat your RAM as well, or try different slots one RAM stick at a time.

So I did try booting it without the RAM stick just to see what would happen. It correctly displayed 2 amber blinks, 3 white blinks for a RAM problem. So the 3 white blinks that I saw before must have been something else.
