Check your Windows version (Settings > System > About) and the check the license status (Settings > System > Activation). If Windows 11 is the installed OS and the Activation State is reported as "Active" through a digital license, then you should get the option to upgrade to Windows 11 after the reset. I think that what is happening is that your recovery partition on the hard derive is set to the OEM system, Windows 10. The only reason that I can think of offhand why you might not be able to upgrade to Windows 11 is that your computer has a 7th generation or earlier processer, and is not currently eligible for an upgrade from Windows 10 to Windows 11. But you might want to consider a cleaner way to install Windows 11 on your new hard drive, using the Window Media Creation Tool and following the instructions for using it on the Download Windows 11 page (see section "Create Windows 11 Installation Media"). It will take more effort, because you will have to reinstall your applications and restore your data from a backup, but you will get an absolutely clean Windows 11 build without the cruft that sneaks its way into the system when you upgrade from Windows 10 to Windows 11.
