Hi eaclark: The support page for your problem Inspiron 3195 2-in-1 offers two versions of the current Dell Update v4.2.1, Dell Update Application for Windows 10 [the Universal Windows Program (UWP) app for Win 10] and Dell Update Application (the 'old-style' Win32 installed program). Do you know which one you use on this computer? I was having problems with an older verison of the installed Dell Update (the Win32 program). I wiped Dell Update off my system using Revo Uninstaller Free (see detailed instructions in my Feb 2020 thread Inspiron 5584 - Dell Update Notification 'The system has been updated') and then installed Dell Update for Windows 10 (the UWP app), and this UWP app seems to work better on my system since the clean reinstall.Dell Update and Dell SupportAssist are closely integrated, especially if you have installed the SupportAssist OS Recovery Tools (listed as SupportAssist Remediation at Control Panel | Programs | Programs and Features) and have System Repair ENABLED in your Dell SupportAssist settings at Option (gear icon) Settings | System Repair | System Repair is Turned On as shown below. If a clean install of Dell Update Application for Windows 10 (the UWP app) doesn't help it might be necessary to do a complete reinstall of Dell SupportAssist and all its associated components (including the latest Dell SupportAssist OS Recovery Plugin for Dell Update) as described in DELL-Chris M's pinned post SA Uninstall / Reinstall to get Dell Update functioning correctly again. One other possibility is that Dell Update is trying to install an update for the latest SupportAssist OS Recovery Tools v5.4.1.14954 and will not load correctly while this update is trying to run to completion in the background.  There have been several problems reported with installation of this update (see my April 2021 thread Problem Updating To SupportAssist OS Recovery Tools v5.4.1.14594), including loss of personal data that is not stored on C:\ drive.  However, the possibility that you have an unfinished SupportAssist OS Recovery Tools installation running in the background seems less likely on your Inspiron 3195 given that your Dell SupportAssist runs correctly on that problem machine.----------64-bit Win 10 Pro v20H2 build 19042.1052 * Firefox v89.0.1 * Microsoft Defender v4.18.2105.5 * Malwarebytes Premium v4.4.0.117-1.0.1318 * Revo Uninstaller Free Portable v2.2.8 * Dell SupportAssist v3.9.1.245 * Dell SupportAssist Remediation v5.4.1.14954 * Dell Update v4.2.1Dell Inspiron 15 5584, Intel i5-8265U CPU, 8 GB RAM, Toshiba KBG40ZNS256G 256 GB NVMe SSD, Intel UHD Graphics 620 Answer from lmacri on dell.com

Windows 10 update fails to install | DELL Technologies
February 11, 2021 - I did try running the windows update troubleshooter in settings but it did nothing. ... Download KB4598299 from https://www.catalog.update.microsoft.com/Search.aspx?q=4598299 and give it a short name. Choose the version that matches the Windows 10 that is on the laptop. Disconnect from the internet by turning off wifi. Disable your anti-virus. I personally only use Windows 10 built-in anti-virus.

March 12, 2021 - I would suggest that you uninstall Dell Update, reboot, reinstall it, and see it will work. The other possibility is that your security software might be interfering with Dell Update, so you could try disabling that temporarily.

Best suggestion I can give you is not to rely on this program.  Manually check for 'Needed' updates and manually download and install them.  This is important especially for any BIOS update as we have seen 'bricked' computers because of using the updater program.

here is my OPINION  the worlds best PC has no need for updates, no really,  did you buy weak junky PC? do tell?(we all did) the OS is the big issue ,  endless EXPLOITS so is JUNK,  we all know that, and is.. endless. but why? The drivers that work perfect why do you need, new drivers when perfect now.. why? sure line 2. above. do you need daily BIOS flashing,? then you have bricked PC is that fun for you, ? the prefect PC is one with only ROM,  and will never be exploited. nor infected, ROM can not be written.. but will never happen with new W10 every 6 months, ever.. we do have 1  solution, run the OS as an image,  from Linux VT. Virtual machines so every day is new PC. see/? there are lots of choices with VT, not  one. some are RAD HARD.. Paranoia, is sometimes justified..  for sure;. (but w10-64bit behind a harware fire wall (and SW) is very safe.. now the 64bit kernal is very good.. vastly more than 32bit I only let MS upgrade my OS, for 5 long years and not one problem ever... here. zero . (but   drivers NO !) 2015-07-29 , v1507 to v1909.   see this and if worries are justified, W10 is very good,  OOBE, fresh loaded, do nothing safe. do not read email links are attachments unless say (person.jpg) photo , make sure you can see extensions in the filenames if not learn to fix that first.. do not download EXE file off the web unless Virustotal.com shows it as safe... run malwarebytes, and if it blocks a site don;t go there...!!! if you run Firefox v74 up,  it too blocks bad sites..  all this is good.
