It indicates PCI of Video card/chip failure Since it's 5 months old, warranty would cover it, you can try Removing power cable from Tower and holding the power button down for 30 seconds to release static charge and than powering it on again If no go please remove the monitor from graphic card and plug it to the Motherboard, do not play with any internal components and call Dell warranty for Motherboard replacement.

November 30, 2022 - After doing about a hundred attempts at starting / shutting down, discharging flea power and pulling the power cord, removing cards, etc, I started to realize that when I remove the cord and fiddle around inside, the computer starts by itself as soon as I insert the power cord, then progresses to the flashing amber / white sequence. If I then shut down and push the power button to restart the computer without first removing / reinserting the power cord, the PSU green light comes on, the computer tries to start, then shuts down after a few seconds. Every single time.... My 8940 doesn't have the BIST button on the PSU, so my only option is to remove and reinsert the power cord which just ends up with the computer starting by itself.

June 27, 2021 - I tried to remove the CORSAIR - VENGEANCE ram and put the 8GB HMAA1GU6CJR6N-XN back the way it was however it still won't boot. Then I found out that I am actually getting the 2 amber 1 white blinks (which is the case of CPU failure).

From the link you posted above, 3 Amber, 1 White is CMOS Battery Failure.. Since you left it unused for so long, the battery lost power and is LOW.... replace it. Not too sure what you mean by 'I found what I believe is in SSD power that is not plugged in. (5 black wires together) For the life of me though, I cannot locate where it is supposed to plug in to.' Which drive power line or where to connect it to the motherboard? However, all the board connections are detailed here, https://www.dell.com/support/manuals/en-us/xps-8940-desktop/xps-8940-service-manual/installing-the-system-board?guid=guid-25d14fe1-5fc7-4b24-939b-56aa714aa638 and not sure if you mean #10-12, or even #15 or #18?

From the link to service manual, it seems that the error indicates something wrong with memory. You may try to reseat all memory modules and test again before contacting seller for a return.
