Can someone explain locality sales tax to me?

I bought a car out of county and they charged my county tax. I assume though that Colorado is like most states where in if you don't pay the proper sales tax on your car at time of purchase they just charge it when you go to register the vehicle.

CO Vehicle Sales Tax - Anyone with knowledge in this area regarding trade-in credit?
Reg fee its based on MSRP of the vehicle. Which is bullshit in and of it self but a separate topic. Most will find this out when they buy a 12k car that MSRPs for 20k More on reddit.com
