It depends on the terms and conditions defined on your sales order. Those are called incoterms and can vary. The largest e commerce platforms usually include import fees and taxes since it's easier to absorb some of the costs related to customs agents processes and it's good for business. Some smaller business might not be familiar with customs and there might be some issues that will affect how the customs agent uses the documentation the seller sent to declare the product you are purchasing and that rise the fees to be paid. As much as I hate to say it, DHL may be expensive but I have had zero issues with them aside from that. From other services I've had boxes come in crushed, delivered to the wrong address, and in one particularly odd incident water damage on the cardboard (figure was fine though at least). DHL also let's me have more control over the delivery itself, which is a huge relief with my work schedule. That being said DHL only seems worth it for smaller packages.
