Salt, I don't wanna hear excuses. Your whole thing is telling us how you've tried everything and its not working. If businesses were easy to start and get of the ground, nobody would be working a 9-5. Stop focusing on why its not working and making it work if you want to have a marketing agency.
Get on linkedin start following a shitload of people and start posting content about what you do and how you solve problems for businesses by doing this and that. People will see it on their timeline.
Walk around your neighborhood with a tablet or a laptop and talk into every store and show them what happens if someone types "Service or Product they offer" into google plus your zipcode. And they will see that their competitors do advertise on google and research some data to show how they're doing and how they are benefiting. Everyone wants more business so they will listen. Make sure to talk to someone relevant who makes decisions.
Offer your friends 20% one time fee if they refer you a client. People will go looking once they know there is something in it for them.
Print out a commercial style magnet sign that you with a design ad that says you do digital marketing and slap it on your car doors. (securely. cheap magnet signs fall off.) Order from a good printing company.
Print some postcards or buisness card that you can leave at any store you go to shopping or whatever (ask for permission to leave some cards )
Offer to build someone a website for free in exchange for some kind of a big promotion where they feature you. Make sure you make it worth your while if you're giving stuff away.
Or offer to make a free site or rebuild a site in exchange for 5 month of paid marketing that you will do for them. Once they see results they will keep doing it.
Run PPC ads but focus them locally, people like to take offers from someone they know is local so they feel safe you wont run away with their money.
Find companies with websites that look like they can use your services and cold contact them through their contact form. Make sure you have a hell of a pitch but keep it short and sweet.
Start a youtube channel and make videos where you give away advice for free. Position yourself as an expert in the field. You can have a link to your business in the info section so they know you run your company and some people may reach out to you.
If you have the money to invest like you said, you can buy some ads in visible places like back of buses, or on buss stops. Or even a billboard. (but thats pricey)
Offer discounts like if they build a website with you, you will not charge them a marketing fee for the first 3 months. Just charge them for the ad budget. Once again once they see results they will continue.
Most people will want to see some work that you have done. Well thats not always easy since you have no customers yet. So spend a couple of weeks and create dummy websites for services that exist. Buy a domain name and host them. This will serve as your portfolio. Its time consuming but you can buy some ready website templates and put in the work.
Do cold-calling. Everyone hates it but its effective when you really put in the time and if you can deal with alot of rejection. Find some local businesses look at their websites and start reaching out but dont just say you want offer your services. offer a deal so they have incentive to say yes. Dont like cold calling? Hire someone who will do it for you.
SO GET OFF YOUR ASS, STOP COMPLAINING ABOUT WHY IT DOESNT WORK, AND MAKE IT WORK. OTHERWISE YOU'RE NOT SERIOUS ABOUT MAKING IT WORK.

Also i want to add that even the above methods are difficult, but if you are determined and keep on doing it every day despite not seeing results right away, and not getting discouraged, eventually you will start seeing results. Its easy to make excuses and say it doesnt work. But sitting by the computer and waiting will not get you places unless you have tons of money on marketing.
