Do you mean 'Primal Rage'? Title in your head was probably 'Bloody Roar'.
I have no knowledge whatsoever about these games, but had a fun hour strolling through 'Windows fighting games around 2000' on Bing :-) Thank you!

Trying to figure out how many games feature dinosaur characters. Not just games like primal rage or JP Warpath that has only dino characters but even games with just one dino character like in Killer Instinct, Capcom Fighting Evo, and kof XV. Even if it's vaguely dino themed like mecha dino or cartoon dino or whatever.

Answer from Bbo on Stack ExchangeSo I remember sometime between the late 2000s to early 2010s, I played a PC game where you plugged in these action figures of dinosaurs and fought other dinosaurs. The package of the game came with a dark green T-Rex with black strips on its back. The game's art style didn't look too different from a lot of flash games from that time, but I don't know if it was a flash game. The game encourage you to buy more action figures, because then you could plug them into the computer and use them in the game. You could apparently mix parts from different action figure and the game would reflect your changes. The gameplay wasn't that crazy, in fact it was probably less than most fighting game and was clearly targeted to children who loved dinosaurs. I remember seeing a few reuploads of ads on YouTube, but can't really explain them too well. All I know about the ads is that they were really similar to every other ad from the 2010s, with the whole cool ass sounding narrator telling you everything about the product in hopes you will buy it. This is all I can remember from this game, so if you find something on that it would be much appreciated. Thank you for reading!
EDIT: A user named "whengreg" solved my problem. The game is called "Xtractaurs" and it came out in 2009.
