Does Discover it Charge Foreign Transaction Fees?
They do not. They do convert the charge to USD, but I haven’t dug deep into how they convert it. I believe they do send a notification of the charge via email. Also like someone here already mentioned, be prepared in case the card gets declined. Happens to me more than a few times. More on reddit.com
Travel w/Discover Debit Card
I recently travelled to Calgary with a Discover credit card, so not exactly a debit card but it should be accepted at all the same places. Quite frankly, there is no realistic way you could travel to Canada ONLY using a discover card. My discover was accepted at quite a few places, but I would have been screwed had I not had a Visa debit card or cash with me. As far as the fees, you would have to look up whether or not there are foreign transaction fees on the debit card. There were not any fees with my particular credit card. If customer service doesn’t know whether or not you can use an ATM, I wouldn’t rely on getting cash from an ATM in Canada. I would bring some cash (try to exchange for Canadian before entering Canada if at all possible) and then try to find an ATM that accepts the discover card. I don’t see why an ATM wouldn’t accept the discover debit card, but I would rather be safe than sorry. I should also say that different cities/provinces will likely have different acceptance rates for discover. More on reddit.com

When I worked at Discover I had a customer call us in tears because she was in Canada (?) and her card wasn’t accepted anywhere and it was her only card. Moral of the story, bring a backup card. More on reddit.com
