Are pre-qualification and pre-approval the same?
Does pre-approval mean I’m guaranteed to be approved for a credit card?

Someone from Discover headquarters might have a bias towards me .
My credit is not the best but It’s not bad either . Currently at 640 Experian and 663 FICO because I closed one account and it dropped 63 points. however I built it up low 700’s within 3 months ago , Got an auto loan , approved for capital one secure card , got approved for a new credit card last week with $1500 CL even with my 640 credit score, Yet discover has never approved me for a secure card even when my credit score was at 701 . Yeah I give it up , they are not America express
Wanting a loan for 20k I make minumum wage, around 40k a year This will be my first loan.
The website says I’m pre approved for the student cards. I’ve applied before and I was denied before due to low income and no credit history. I now have about double the income ($15kish) I had when I first applied, a one year credit history with another card and a 684 credit score. Im wondering if you guys think I should go ahead with the application because I don’t want my score to drop from the hard pull for nothing.
Has any one been denied pre approval from Discover but applied anyway and got approved?

I currently have a Discover Chrome Card that graduated from the secured version back in late 2023. It was my first credit card, and I have currently amassed 6 total cards since then. My last Application/Approval for a card was the BILT card in October of 2024. I am a college student so I feel like getting the Dicover IT student card shouldn't pose much of a problem, yet whenever i have occasionally checked discover's pre approval for the card, they give me the response in the mail that I have too many accounts with Discover. This confuses me, because i only have the one card and everything online tells me they allow 2 and on rare occasions 3. Anyone have a similar issue or know why I'm running into this roadblock?
I was pre-approved for a Discover card. When I applied received a message saying they need additional information and I will receive an email from their partner "Experian". after 24 hours did not receive such email so I called Discover. Turns out they need a form that allows them to get my taxes from IRS.

Is this normal? I have a 806 credit rating and have several CCs.

Should I allow them to contact IRS? I have filed taxes and have nothing to hide.

Discover does this occasionally. They want to verify that the income information you entered in your application is accurate. Your call...if you don't submit your tax information to verify your income, your application will be denied. If you want the card, verify your income to them. If it's close to what you stated in your application, you'll likely be approved.
Discover and Amex are known to do this occasionally, although it's usually on the basis of requesting a high CL, or some use of credit once you have it that triggers an account review.
As u/soonersoldier33 said, your choices are comply with the request and you will almost certainly be approved if your income is reasonably close to what you stated, or don't submit and Discover will decline you.
