I saw the movie last night and was blown away. I didn't go in with high expectations because I saw the musical and for some reason was not a fan so I don't remember every detail. I see the Glinda doesn't have natural powers so how does she get them in the play? What makes her a witch?

She’s actually never called a witch in the musical. She’s called Glinda the Good. Sadly unlike Elphaba, Glinda never displays any actual magical talent. Even her bubble is assumed to be an invention by the wizard.

She's initially turned down for the Sorcery class because she can't do it, and Elphaba basically insists she gets included after Glinda gets Boq to ask Nessarose out. I don't know if she actually uses it, but Elphaba at least seems to think she can learn since she gives her the Grimmiere at the end.
