The reason is that MIT is a school that requires a CSS profile which drags in a lot of assets for consideration that the FAFSA does not. For example, FAFSA schools exclude your parents' primary residence, retirement accounts, etc. CSS schools not only consider the value of your house but how much of a mortgage your parents have. CSS schools also take into account how much they have in retirement savings. All of these assets are considered fair game to CSS schools as means of paying their tuition, regardless of what using them would do to your family's overall finances. So if your parents make just under $200k and are leveraged to the hilt, you'd get a better financial package than a more modest earner who was a good saver and a paid off house. More on reddit.com

I'm a poor international student and paying the fee to send the CSS profile to every college would be a burden to my family.
I've read this on MIT's website: " Some students of certain incomes are able to have the their CSS Profile fees waived by the College Board. MIT is not able to offer a fee waiver directly. If the cost of the CSS Profile poses financial difficulty to your family, you are welcome to wait until you learn if youโve been admitted before submitting the application without penalty."
If I don't submit the CSS profile now and If I were to be accepted, would I still receive financial aid?

Ask to see if you can submit the same info to their financial aid office without the CSS profile, especially since it's really ironic that you have to pay to apply for financial aid. I know UChicago does that as a free alternative to the CSS Profile.

Since you've already stated that you are not eligible for a fee waiver, I don't see how you'll be able to get one. One thing you can try is to call the admission office/financial aid office and seek help from them (although I doubt it will work).
I do understand that $25 is a lot, specially in a country like India but unfortunately, there is nothing much you can do about it.
Call the respective offices and see if they can help you.

How do I get my fee waived for the CSS Profile?
For U.S. citizens of low-income backgrounds, CSS Profile fee waivers are granted automatically for up to eight schools. You may be eligible for a waiver if any of the following applies to you:
you received an SAT fee waiver,
the parental income you reported on your application is approximately $45,500 or less for a family of four or,
you are an orphan or ward of the court under the age of 24.
Visit the College Board for detailed information on eligibility and how to apply. MIT is not able to offer a fee waiver directly.
There are no fee waivers for international students.
