I have a new MacBook for work and I'm trying to set it up. It's a new job and I want to create an apple id just for this job. However, creating an apple id requires 2fa with a phone number, and apparently verification codes are down at Apple so I can't create the id. Any ETA on this being fixed? I'm trying to create the id from the website

I'm trying to be very careful about not going into rule 2 territory but I'm uncertain the best way to frame it.
I had an iPhone 6 and recently left it on top of my car at the gas station and it is now gone. I used find my iPhone but wasn't able to ID the phone. I left the "lost phone" message hoping it would come through.
I didn't get a reply so I bought an iPhone 7. When I attempted to add my apple account it wouldn't allow me to sign in without 2 factor authentication. I know my password but since I've lost the actual phone it wont allow me to get the code.
I went back into "find my iPhone" and removed the device thinking that if the trusted device isn't on my setup I'll get another option - nope.
FURTHER to this - both numbers I have added are from over 6 months ago (one's from another country) and I haven't had access to either of these numbers.
The credit card I used when I originally setup my apple card was over 4 years ago as well so I'm sunk there as well.
So far I have access to
My original apple id email
My password for my apple account
All government related ID showing that I'm who I say I am and that I've held the account from it's start.
I created a ticket with the apple service and they've given me a case ID and I can contact them when the centre opens again.
My question is :
Is there anything else I haven't thought of to verify my identity - and after the 13 days what options do I have considering I don't even have the phone # that the apple code would be getting sent to?
Was given an iPad (Mini, cellular model) recently as a gift. Would like to create an Apple ID for it but don't want to give them my mobile phone number. I understand it's required for authentication and 2FA (why SMS instead of OTP app based in 2021, I have no idea), but since cellular iPad's don't have phone functionality, I can't use the number from the sim card I insert in it.
I was thinking of virtual numbers, but have no experience with them don't know if they're safe. My limited search-fu on DDG and Startpage yielded results that ranged from rather suspect to extremely expensive. Maybe I'm searching wrong?
All I need is a number that can receive text messages from Apple. Preferably cheap, private (meaning not shared with a gazillion people like the free options) and privacy respecting. Ideally, something where I can just log into a web interface on a browser to check messages. I don't mind paying (preferably cheap), and I don't mind if it's a US number (I don't live there) since I can just create the Apple ID while tunneling to a US server and buy US App Store gift cards for payments.
What are my options?
