With that level of question: Nowhere. V8 is a C++ library, which can be embedded into applications by writing C++ code. To run JavaScript code you should use a ready made application. For V8 these commonly are either a Webbrowser (Chrome, Chromium, Edge) or Node.js, which use V8 and make it available to people who are no C++ programmers.
