Thank you for choosing Microsoft community.

Most Office 365 for Business subscriptions contain Outlook desktop client in their suites. By simply clicking the Install Office > Office 365 apps in Office portal (portal.office.com) and following the wizard will Office complete the installation itself. For your reference: Download and install or reinstall Microsoft 365 or Office 2019 on a PC or Mac 

If you still fail to see Outlook desktop client in your Office 365 suites, please send your Office 365 account in the Private message for further research.

And according to Install and use different versions of Office on the same PC (microsoft.com), if you have a Microsoft 365 subscription or non-subscription version such as Office Home and Business 2019, 2016 or 2013, in most cases you can't run these versions together on the same computer. ..., you might still run into issues when you use two versions of Office on the same PC. If you decide not to keep both versions and you uninstall the earlier version, you might need to repair the version remaining to make sure that the file associations will work correctly.

For other issues related with Outlook 2016, please post under Office 2016, instead of Microsoft 365 Apps or Office 365 Business to get the specialized support.
