Anyone familiar with asrock dr. Debug codes? My motherboard, brand new,, is cycling thru 00, 0F, 7F, never settles on one

I had newgg send me a 2nd motherboard and i returned the first as that one was doing the same thing. Chances are 2 motherboards are bad is slim, I would think, so is there something in doing wrong?
Ive taken out all memory to see if it settled on error code 53 but it still cycled, albeit it did have 53 in the cycle
Ive uninstalled and reinstalled the cpu countless times. No pins are bent.
Ive cleared CMOS after each time.
According to this website (2017), the error codes are:
00 - not used
0F - microcode not loaded
7F - Reserved for future AMI DXE codes

Pc been working fine for ages but now doesn't boot. Unable to get to BIOS or show anything on monitor. asrock phantom gaming b550 velocita am4
All fans are spinning like normal on boot and motherboard is lit up with its usual LEDs
Debug codes cycle every second: F3, 15, 43 94
Dunno where to start with this one. Cleared CMOS

I'm building a pc and upon startup, all components turn on but then the debug LED on my Extreme4 motherboard shows codes 14, 15, and finally ends on and remains at C5. There is no output to my display which is connected to the GPU. The manual only tells me that code 15 is PEI_CAR_NB_INIT (which I don't really understand), but codes 14 and C5 are entirely unknown. I've played around with my RAM and my storage, and found that with ram uninstalled, I then remain on error code 10. If my storage is uninstalled, I get the same 14, 15, C5 sequence of codes, so I assume that my storage is not being read at all. I plan to return my storage and get one that is compatible as per this sheet. My storage is WDS500G2B0C, which is just 1 serial number away from the one listed there.
However, I also notice that my ram is not explicitly stated on the memory QVL sheet, so I'm not certain that this will not also cause problems after I install the new storage. If anyone has any idea what those 14, 15, and C5 error codes mean, I would greatly appreciate if you could share. My bios is on 1.00, which is what it shipped with. I think there is a later version available, but I can't even get into POST to try and update it. The full mobo manual is available here, and my parts list is here.

Hi all! I recently upgraded my mobo from an asrock b450m steel legend to the x570 taichi. Everything is going well and im in bios, however im getting the code 98 on my little dr debug thing. I looked it up in the manual and it translates to "DXE_CON_IN_CONNECT" Anyone know what that means? I don't have any storage plugged in right now if that helps. Sorry if this is a repost but I couldn't find it anywhere Thanks.
