A friend sent me some better RAM. Going from 8x2gb 2400 to 16x2gb 3200 DDR4. Way back when the PC was 4x2gb and I just turned the sucker off, swapped the RAM, and turned it on. This time around I'm getting 4F error on boot which corresponds to "DXE IPL is started" on my motherboard manual.
What's the next step here? If I swap to the old RAM, pc loads just fine.

My dad broke the 1st slot of his motherboard trying to insert a new graphics card. Everything would work fine when moving the card to the second slot but he still wanted to get a new board with all slots being functional. We got a new mobo and I swapped all the components onto the new board and then hooked everything up. Now the PC won’t boot even to bios and i just get the debug code ‘4F’ which in the asus manual says it means “dxe ipl is started”. I have no idea what that means or what that is suppose to indicate what’s wrong. I tried reseating the RAM and the CPU. I made sure all the power supply cables are in place and all the components’ RGB are lighting up so everything is getting power. I’ve double checked everything and still have no idea what’s wrong. If anyone could offer some help or advice as what to try next I would really appreciate it.

This weekend I went to build a computer for a friend, taking the time to assemble everything. No problems encountered and finally the moment of truth .. The computer started up properly and immediately entered the bios, nothing changed and let it restart. Then I got the following two options "F1" for Intel default CPU settings "F3" to unlock limits for increased performance.
Selected "F1" and the computer rebooted, and this continued to repeat every 10 seconds. Sometimes it stayed on a little longer and I got a green error screen but with the "Republic of Gamers logo" still visible. Also sometimes I just get a bright black screen with the logo and the option to go to BIOS but then the keyboard doesn't respond.
When I do a BIOS reset everything is back to normal and I get the two options "F1" & "F3" again but I can't get into the BIOS itself anymore.

What I have already found or tried:
Cables checked and connected again, Video card removed to make it a bit easier with the reset. RAM was hard to get to because of the cooler but put it out and in. I suspect the processor has a problem, but I'm only basing that because the first boot everything went well and only gave problems when selecting "F1". Hope you can guide me in this. Thanks in advance.
