How does eBay returns work if seller doesn't accept returns?

I bought an item that has sold out everywhere, they are bling box dolls like the labubu but a different brand called Maymei. Seller took about a week and a half to respond and I was going to cancel once they hit their 10 business day max. Now I finally got the item which now I'm not surprised why it went through so quickly, I saw the size of the package on the delivery pictures and knew I did not get what I purchased, it's a pack of sports cards. 230$ and I just got sports cards.
Now I did a return request with pictures of the package, bag and even a delivery picture to show it's the same poly mailer and info on it. If the seller doesn't accept returns and they don't answer, what happens next?
I currently don't offer returns but I'm considering changing to buyer pays for returns. I'm curious if the the extra incentive to purchase (honest shoppers) outways the desire to use & abuse (dishonest shoppers). What are your thoughts?
I bought a kitchen appliance that came with a 1-year warranty, and I used it for several months until it randomly broke (I also called the manufacturer, and they said they discontinued the line due to problems with it).
In this situation, do I not pursue my refund through eBay website? I had originally assumed I could easily request a refund, but then today I saw, buried down in eBay's "Money back policy" page, that eBay's refund policy lasts only 30 days after the delivery date? Which means my only way to get a refund is through the manufacturer of the appliance?
I'm asking to clear up my confusion on this. So basically eBay's refund policy is only for 30 days? And after that consumers need to call up the company or retailer because it has nothing to do with eBay anymore? Is that how it works?
