You only need to download it once. If you use the first link i recommend clicking on Download Packages and then download the Eclipse IDE for Java Developers for your OP. That's how i always do it. The second link seems the be the same thing. More on reddit.com

May 2, 2021Problem installing eclipse
I've liked Eclipse for a long time but the installer has never been good for me. I always do the following and advise others to do it this way. Go to Eclipse Downloads then click on Download Packages (or just save that link) then I pick "Eclipse IDE for Enterprise Java and Web Developers" which has most all that I look for. Be advised any old workspace directories in your home folder could cause issues, recommending moving to an archive folder or deleting them if they don't contain anything you're interested in keeping. After unpacking and running Eclipse, I recommend using Help, Marketplace and install the following Plugins if not already installed, if doing either Java GUI's or Java web development and/or backend work): Eclipse m2e (Eclipse m2e project, may already be installed) Eclipse Web Developer Tools (may already be installed) EGit (may already be installed) Enhanced Class Decompiler (Pascal Bihler) FindBugs UCDetector (Unnecessary Code Detector) JSON Editor (Boothen Technology) SonarLint (SonarSource) EclEmma Java Code Coverage Spring Tools (VMware e.g. Pivotal) Wild Web Devleoper Yaml Editor (Albert Tregnaghi) Eclipse CDT (if you want to do C or C++) WindowBuilder (if you want to do Swing, SWT or AWT GUI's) More on reddit.com
