I searched for this but saw a couple of mixed results.
Take any normal “general rounds” weapon. If you add “Poison Priority” to it, does it start doing poison/tick damage? Or do you need to have the weapon drop with “poison” on it already to take advantage of that mod?
And if you do need the latter, does that typically show up in the options area?

any weapon that doesn't come with an element as weapon option you need to add the element via the enhancement mod first that says "x% of firearm atk added as x element" only then the other mods that increase those elements further will do anything. in example: your firearm has 100 atk you add 30% of firearm atk as poison. it now gains 30 poison damage. you add poison priority for +13% poison dmg. 3.9 poison dmg gets added (30x0.13=3.9)

Poison priority enhances existing toxic damage. So those mods are only going to be good if you have a lot of toxic damage already and ideally the substat of the weapon also has a toxic attack bonus or you have the toxic enhancement mod. You need Toxic Enhancement to take the weapons base attack and add a portion of it as toxic damage.
