I would use rpm -e --nodeps which should only take out the targeted package and leave it's associated deps installed. Paul ... I would too. :) However, I don't see any elfutils-libelf matching 131 version requirement, only a elfutils-libs so I'm not sure I'd be replacing the same package with an older version.
