Easiest way is to extract the SVGs from the font via the "Character Map UWP" app. The font is Segoe UI Emoji, it should already be installed if you're running Windows 11.

You probably know this already but almost all the emojis are now open source and available to the public, so you don't have to do any extraction or treasure hunt anymore.
