You can find the frame in your Picture folder under the name Frame_something.tiff. Then you can import that frame in the Photos app like a normal picture.

The TIFF for the frame you exported will be within /Users/[Your Username]/Pictures.

How to Get Picture from Video in Photos
I have a Mac mini with iCloud+. I have a few videos that I am trying to pull stills from (which is unbelievably painful for how simple a task it is). I have found the Mac option of "Export Frame to Pictures". It worked without issue (still stupidly painful) for one video. After I converted those from .tiff to .jpeg's and got them back into photos w/ updated timestamps, I went to the 2nd video. Now it just doesn't work, the option for exporting the frame is there, but nothing shows up in the pictures folder. I have tried quitting the app, doing the export within an album and general library, other videos, etc.
What I have found to work is hitting the edit button then closing back out of it, or I can rotate the video 360 degrees and get it back to the original orientation. Then for whatever reason it'll work. After moving to the next photo it doesn't work again. Seems like somehow it has to load the photo or something, simply playing it was not enough. Any ideas? I have like 50 videos to do, and I don't need to make a painful process even more painful.
