Hey all, bought a house that the last owners painted latex over oil based paint on all the trim and it is peeling off, sometimes in long strips. We are repainting our office and we had started to use citristrip and it works VERY well, but leaves quite a mess to clean up afterwards. So, we found this primer from Sherwin Williams that the paint store recommended. It's called Extreme Bond Primer. Reading the label on the can, it says
" Because of the exceptional adhesion of this product, sanding may not be necessary for most clean, paintable surfaces. "
Obviously the parts of the baseboard that are super loose (visibly peeling off), we've been removing. But a lot of areas appear to not be peeling. Will we be okay if we light sand and wash the baseboard and paint over the latex with this primer or does the latex HAVE to be stripped off the baseboard? Not sure if anyone has any experience with this primer or not.

I'm trying to paint asbestos-backed vinyl flooring in my new house just as a stop-gap until I have money for a more thorough makeover. Sanding isn't an option because of the asbestos risk.
