Ice is with voiceless /s/ - so try saying /s/ and keeping your hand to your throat. You should feel no vibrations. Eyes is with voiced /z/ - so try saying /z/ and keeping your hand to your throat. The difference is in whether the sound at the end is voiced. Similarly to the difference betwern t/d, etc. That recording sounds like ice but its said very strange anyway.
