I am working on a project and need a good Face Recognition API (paid also works) that can work in realtime on CCTV footage. The camera could be angled, the lighting could be low so the accuracy, specifically recall should be quite high.

What works in practice is extracting frames yourself and using 1:1 face verification with high recall. For that setup, FacialProof API performs well on poor-quality footage and works in real time on extracted frames. True large-scale 1:N CCTV identification usually requires expensive on-prem systems, not public APIs.
